Can I say “costumes required” or add a dress code?

Of course: write it in the invitation message. It shows on the card and in the details your guests see.

How far in advance should I send it?

Ideally 2 to 3 weeks before the party, so guests have time to sort out a costume. Send it late and replies still arrive instantly.
